What makes thermal insulation an important topic in summer?

Are there different summer climate regions in Germany?
Germany is divided into three summer climate regions: the low mountain regions, for example, are considered "summer cool", the city of Berlin is "moderate" and the Rhine valley is "summer hot". Depending on these climatic regions, the EnEV specifies how high the inside temperatures may be in residential buildings.
